The Land Services Department is responsible for the effective administration of state and local land use and building codes within the unincorporated areas of Stevens County. The Department is comprised of the Building and Planning Divisions. We strive to provide quality customer service and guidance through the land use development process, driven by the following goals and principles:

The Planning Division performs a variety of services. The Division is responsible for the implementation of the County Development Regulations which include site specific land use approvals, subdivisions and zoning. The Division is also responsible for the development and regulatory updates to the County Comprehensive Plan, Development Regulations, Shoreline Master Program, Critical Areas Regulations and Watershed Plans.
The Building Division of the Land Services Department is primarily responsible for conducting building construction plan review, issuing building permits and performing construction inspections associated with active building permits. The State of Washington requires all cities and counties enforce an assortment of construction-related codes and requirements, all of which are intended to establish a minimum standard of safety, health, efficiency and accessibility throughout the state.
